Prepare for CombatThe weapons of Mass Effect 2 are more similar to those of a normal shooter than those of the original Mass Effect. Players will no longer constantly be running across slightly different variations of the same basic weapon type. There are still distinct weapon types, however, and a few upgrades to be found along the way. The upgrades available to the player depend on player’s class and on the player’s actions. Assault RiflesThe assault rifle is a great mid-range weapon with a high rate of fire. There are four different assault rifles available. These are versatile weapons which work in a variety of situations. M-8 Avenger: The basic assault rifle. Fully automatic and decent against anything. It is however surpassed by later upgrades, which are more precise or more brutal depending on your needs. M-15 Vindicator: A very accurate rifle good for mid to long range combat which fires in 5-round bursts. It lacks full auto so isn’t as good at short range encounters. It is found during the Archangel recruitment mission just after reaching Archangel. M-76 Revenant: Only available to Soldiers as advanced weapons training, the Revenant has an extreme rate of fire. It is among the most deadly weapons at short to medium range and a really good pick for Soldiers. It isn’t very accurate, however, so long range combat is out of the question. Geth Pulse Rifle: Very effective at most ranges, the Pulse Rifle is strong against shielded enemies. This makes it particularly effective against boss opponents, who are often shielded in some way. It is found during Tali’s loyalty quest on Hardcore difficulty. Heavy WeaponsGenerally used only for special situations, heavy weapons can have a variety of effects. They use their own category of ammo called Power Cells, which is harder to come across in the game, so make sure to use your heavy weapons only when you need to. M-100 Grenade Launcher: Found early in the game as part of the story. This weapon can put a lot of heart on multiple enemies, but it is hard to angle the shots correctly. It is often left behind because there are other heavy weapons which are better suited for any situation you might want the grenade launcher for. ML-77 Missile Launcher: A great weapon that fires guided missiles. Very effective slow-moving armored bosses like Heavy Mechsand Scions, not as great against weak, fast moving opponents. Can be obtained via a research project. M-622 Avalanche: This weapon shoots Cryo rounds which freeze targets. It can be very effective, particularly on levels where you face hoards of fast-moving Husks, but those who use Cryo Ammo will find it a little redundant. Obtained via research. M-920 Cain: A freaking nuke launcher. What do you expect? It does a ton of damage but is hampered by slow firing speed and by ammo usage. Its great for clearing blobs of enemies and pretty good against bosses as well. It is obtained via research. Collector Particle Beam: Gained in a mid-game story mission, the Particle Beam is extremely accurate and does a lot of damage against shields and biotics but not that great against armor. It is good against almost all Infantry and can vaporize an un-armored opponent within a second or two. This is my favorite heavy weapon, although it is less interesting if your character does not already carry another weapon which is good against armor. Heavy PistolsPistols are quite accurate, but their low clip sizes and overall ammo capacity limits their use as a primary weapon. They tend to be good against armor but so-so against biotic barriers and shields. M-3 Predator Heavy Pistol: The basic pistol, this gun is accurate but low on damage. It is most effective against armor. Most other weapons kill quicker, so its often a last resort, particularly for classes with a large selection of better weapons. M-6 Carnifex Hand Cannon: Much more powerful than the Predator, the Carnifex can do a real number on armored enemies. It is a suitable weapon for use against heavily armored opponents when you’ve run out of heavy weapon ammo. The low clip size and low overall ammo capacity still limits its usefulness as a primary weapon. Mordin gives the player the Carnifex. ShotgunsIf you need something in front of you dead, shotguns will do it. They’re extremely powerful at short ranges, but their power falls off dramatically as range increases. They’re best against shields and biotic barriers, although the Claymore is good against just about everything. M-23 Katana Shotgun: The basic shotgun, it is powerful enough at the beginning of the game but doesn’t quite cut it against tougher opponents. M-27 Scimitar Shotgun: Basically a more powerful and faster firing Katana, the Scimitar will make short work of most enemies at close range. It is found during the mission to recruit Samara. M-300 Claymore Shotgun: A VERY powerful shotgun which is also better against armor than the others. Only available to Vanguards and Soldiers as advanced weapons training. This weapon is great against opponents who charge your positron like Husks and Krogan warriors. Vanguards will quickly fall in love with this gun. Sniper RiflesIf you need something dead at a distance, the sniper rifle is the weapon to choose. No other weapon is as effective at long ranges. They’re best against armor. M-92 Mantis: The basic Mantis rifle is an extremely lethal long-range weapon capable of taking out many enemies with a single headshot. However, it has a very slow rate of fire, so large groups of opponents can be troublesome. M-97 Viper: A semi-automatic sniper rifle, the Viper lacks the one shot, one kill power of the Mantis. It has a much higher rate of fire, however, so it does more damage over time. The high rate of fire also makes it more forgiving, since missing a shot doesn’t leave you defenseless for a moment. It can be found during Thane’s recruitment mission. M-98 Widow: Available to Soldiers and Infiltrators during advanced weapons training, the M-98 is fairly slow firing sniper rifle. It is effective against all types of defenses and does an extremely high amount of damage. It is extremely good against bosses and also good at eliminating opponents who don’t rush your position. However, the faster firing Viper is can be preferable against fast-moving targets. SMGsSMGs are probably my least favorite class of weapon, but then I play as a Soldier. I generally feel that SMGs are like baby Assault Rifles, but for players who don’t have access to an Assault Rifle the SMG can make a lot of sense as a mid-range weapon. M-4 Shuriken Machine Pistol: The basic SMG. One of my least favorite weapons in the game due to low damage and lack of effectiveness against armor. M-9 Tempest: An upgraded SMG with higher overall damage which can be found at the beginning of Tali’s recruitment mission. But it can't be right, since in game almost all SMG doing little damage to armor even on test fire-range in Specter room. Except for Hurricane, which even without mods is shredding through armor and shields of test targets. And on Insane, with DLC weapon mods is wrecking brutes, like they are just regular enemies. So Hurricane is obviously has bonus against shields and armors but old list is not reflecting it. So, do there any other, more accurate lists? Or maybe there a way to check it out in the game files?

This is mostly relating to multiplayer. Single player it's easy enough to upgrade the gun I want to be using..
I'm wondering how much of an effect the weapon upgrades (i.e. I, II, IV, VII, X, etc) have on the guns. Mostly in the damage department. For example, say we are comparing the M-8 Avenger to the Phaestron. My Avenger is level IX. My Phaestron is level IV. So.. which should I be using? The Phaestron has a clear advantage in fire rate and mag size, but that's somewhat irrelevant if the Avenger deals more DPS.
Another comparison would be the Widow vs the Mantis. They function nearly identically (albeit with different reload times and weight values), but if my Widow is level I and my Mantis is level X, is the Mantis going to be the better choice?

I can't answer both questions exactly, because I do not have the numbers in front of me because I am at work. But there are clear differences between each level of your weapon, they are rather slight though.
Every blue bar, should increase or decrease slightly with each weapon upgrade, the problem is it is such a small difference its hard to notice. It becomes more difficult when you get to the point of using a weaker weapon with faster fire rate or stronger weapon with slower fire rate.•If can wait 6-8 hours, can give you an exact answer based on fire rate and damage as to which gun is actually higher DPS.
For the sniper rifles, the above applies but with reload and clip size instead of fire rate (my favorite is the Widow, I will take one shot kill over faster shooting). But when comparing the Black Widow to the Mantis you also have to think about penetration, if that matters for you for guardians or cover/glass. So if the blue bar is higher for the black widow than level 10 mantis, the black widow will do more damage. For sniper rifles its more about personal likes, unless you want to compare the incisor or raptor for semi-auto snipers.
I can not find the phaestron in the listing, unsure why..(under assault rifles there is Argus, Avenger, Cobra, Collector, Falcon, Geth, Mattock, Reckoning, Revenant, Saber, Sentryturret, Valkyrie, Vindicator)

An hour of internet searching (NoName's lead on the coalesced.bin helped immensely -- thanks!) came up with the following spreadsheet:
It contains detailed stats for every weapon, including level 1 and level 10 numbers for weight, damage, and maximum spare ammunition, as well as a large number of static (and a few derived) stats, such as recoil values and damage-per-second (DPS calculations appear to be based on Level X stats). I'm not very clear what some of it means but it's an excellent resource for anyone who wants cold, hard numbers to work with, instead of vague bars.
As relating to my original question, it appears damage and spare ammo seem to get a uniform 25% increase by Level X with all weapons. Weight reduction, however, is dependent on the weapon's initial weight - with assault rifles, the lightweight Avenger and Vindicator receive a full 50% reduction in weight by Level X, while the heavier guns - Argus, Revenant, Saber and the like -- only lose 30%. Weapons in the middle get somewhere in between; for example, the Phaeston drops 40% of it's weight by Level X. The highest reduction in weight I can find belongs to the Predator and Shuriken, both of which start at a weight value of .5 and end at .2 -- a 60% reduction.

For the specific example you gave:
Phaeston IV deals 37.2 damage, 372 DPS w/o reload, 292 DPS w/ reload Avenger IX deals 47.1 damage, 393 DPS w/o reload, 321 DPS w/ reload This is without attachments or damage improving abilities taken into account, however, since they improve damage by a percentage, the ratio between their DPS will remain the same. If their levels were equal the Phaeston would have a slight DPS advantage.
If you want to make other specific comparisons you'd have to use the data in the spreadsheet and calculate the exact stats, since a spreadsheet for all weapon levels would be huge and impractical.

Here are the general improvements from weapon upgrades:
Level 10 weapons deal 25% more damage than level 1 weapons, so weapon damage improves by 2.(7)% per level. This applies to all weapons in single player, and with the exception of a few errors, all weapons in multi player as well.
Weapons with more than 40 spare ammo at level 1 improve it by 2.(7)% per level(25% total), and the ones with less improve it by 1 per level and 2 at level 10(10 total).
Mass Effect 2 Shotguns
The Valiant is the only weapon that does not improve ammo reserves(likely an error and an intended 20 to 30 spare ammo capacity).
Weight upgrades are not consistent among all weapons and have several different 'categories':
Level 1 weight - level 10 weight - upgrade per level - weapons in category 250% - 200% - 5.(5)% - Black Widow, Widow, Javelin, Claymore, Crusader 200% - 140% - 6.(6)% - Falcon, Revenant, Saber, Argus, Graal, Geth Plasma Shotgun, Raider, Valkyrie, Collector Assault Rifle 175% - 100% - 8.(3)% - Mantis, Indra, Chakram, Valiant, Raptor 150% - 90% - 6.(6)% - Geth Assault Rifle, Scimitar, Incisor, Talon, Scorpion, Arc Pistol, Katana, Eviscerator, Wraith, Mattock, Phaestom, Viper 100% - 50% - 5.(5)% - Disciple, Hurricane, Vindicator, Avenger, Hornet 75% - 35% - 4.(4)% - Paladin, Carnifex, Tempest, Locust 60% - 25% - 3.(8)% - Phalanx, Eagle 50% - 20% - 3.(3)% - Predator, Shuriken

So it's between 3.(3)% and 8.(3)% per level
Shepard has 75% starting weight capacity, which can be increased by upgrading his passive skill(adept and engineer up to 125%, soldier up to 175% and the rest up to 145%).
Formula for recharge speed from weight is:
200% + weight capacity - weight of all carried weapons
It's capped at +200% and -200%(other recharge speed bonuses do not adhere to this cap).
